We want to manage the creation of Learning Management courses in sprints but also want users to be ablet to request topics through the JSM Customer Portal so everything is setup in JSM at the moment.
It's technically software development without coding and I like having a backlog and two week sprints.
The problem is Epics don't seem to work in a JSM Scrum Board even though the issue type is available and setup, and Story Point Estimates seems to be ignored.
Is it possible to properly use a Scrum Board with Service Management Project?

I think it might depend on how you've setup the JSM Project.
Are Epics included? Is it still Stories, or is it another issue type submitted via the JSM Portal?

By default usage, JSM projects issue management is done via the queue concept and SCRUM is designed for Jira Software Application projects for managing issues.
In my opinion, I would not recommend one tries to mix the issue management processes when using JSM. However, you can still do it - it would requires EPIC issue type implementation (not out of the box) for JSM + add "Story Points" field to your JSM issue types (again not out the box) + create your SCRUM board setup.
