Currently, we are on JSM's standard plan with 5 members, while the rest of the employees have been added as customers. If we switch to JSM's free tier, will customers still be able to raise requests in JSM?

With all JSM plans, including the Free plan, you can have an unlimited number of customers.
However the Free plan allows you to have only 3 Agents. You would need to remove Agent access for two of your five people.

Yes, downgrading to the Free tier does not impact the ability of customers to raise requests.

Free plan is 'free' indefinitely as long as you have less than 3 agents/assigned JSM licenses. If you have more than 3 agents at the moment, you won't be able to switch to the free plan.
On the other hand, as soon as you reach over the limit when it comes to licensing (meaning you add 4th agent and you're on the free plan), the system will automatically switch to the Standard plan.
Free plan does have its limitations (compare features & pricing), but the short answer to your question is > if you downgrade, you'll be able to use the service indefinitely.
