We need to get change the log in message for our project, but the Log In Message option is not showing even though I'm an admin on this project. Any ideas?

This can only be done by a Jira admin.
If a Jira admin visits the portal, there is an option that is named "Customize".
In this section a Login Page Message can be set, this is where this message can be changed.

The Log In Message you’re seeing is a Help Center (global) setting, not a project-level one. That’s why it’s missing from your project admin view—you need Jira admin permissions to edit it. Changing this will affect the entire Help Center, not just one project.
How to change it:
If you only need a message inside a specific portal (after login), project admins can add a Portal announcement under Project settings → Portal settings.
