Optimal HR Project - Some Customization Needed

Hi Jira Community:

I need to formalize the HR onboard/offboard process... and outside of needing to tack on checkboxes for common applications there is not much else.    Which of the templates provided would be optimal to get additional fields to do following:

• Onboard/offboard default apps/services like Workspace, O365, AD domain acct, provision equipment; network access, VOIP phone, etc.
  • Designate the IT group that does MOST of this to execute.
  • "                   " DEV group that would grant access into bespoke apps.

Which can do this with least amount of hard-coding?

This could at least give you an overview of the possibilities in Jira regarding onboarding in an HR process.
