Alerts for ticket items

Is there a way to set up alerts for ticket items that have been sitting in the queue for a certain amount of time?  For example, a ticket has been sitting for 60 minutes and has not gotten a response or has not been picked.  It would then send an email out to a specific user or team alerting them that it's been sitting for 60 minutes.

The automation section is your friend here.

You can set up a rule to be triggered by an SLA.

Asking the same question; is not obvious in JIRA  

I don't have an answer; but It sure would be awesome if JIRA did 9 days later...
