I need to be able to bulk change owners and permissions for filters and dashboards.
I understand this is not possible with Jira Cloud out of the box.
I am trying to use script runner to do this, has anyone already solve this or have a different method to achieve this goal?
Also, is there any existing cloud feature requests out there that this can be voted in. This feature is needed critically for very large Jira instances.

Does Atlassian actually look at their suggestions/enhancement requests? @Thuan Nguyen was kind enough to provide the link to the request, but it has been open since 2014 with NO FEEDBACK from Atlassian.
We just migrated to Cloud from Jira Server last weekend, and this is the third time I've come on a problem where I used to have the functionality in Server, and now it's gone in Cloud. Granted, this ability was available with the ScriptRunner app, but people have been asking Atlassian for a decade.
The worst is after updating an issue and hitting "return to search", and the filter is not auto-refreshed with updated information. I found request JRACLOUD-33628 for this problem, and it's been open since 2013!

I was mistaken in that comment, I was replying in several issues/conversations where I found enhancments requests or bug reports open for years. The ability to bulk change ownership was via direct calls to the database, which I no longer can do in Cloud. I followed instructions in this knowledge document.
I'm not angry at you Thuan, I really appreciate your assistance. I am angry at what I see is a trend of Atlassian not paying attention to many requests from customers.
