Called that this closed I can not finish even being the system admin.

In the old issue view, as an admin, navigate to a ticket that you are having issues with and at the top of the page should be a button called "Admin" in the list is "Permission Helper" 

Type in your user name and choose the "Transition Issues" then Submit. This should tell you which permission needs to be modified in order to let you transition the ticket. 

 

IF you see no permission issues, move the ticket out of the project and back into it again. This should resolve your problem.
