I have our org-admins group set to not add any applicaqtion access as they should be added based on other groups.
My user has only org-admins group, but I can see I still have agent and customer access for JSM (which were originally inherited from org-admins group) and I am not able to remove those access.
I want to be org-admin without application access as my role is to manage licensing and billing.

I agree with you, and according to this documentation, https://support.atlassian.com/user-management/docs/what-are-the-different-types-of-admin-roles/ , it should be the case that the org-admin group doesn't automatically have product access / consume a license.
I just checked in two of my customer instances and it would seem that in the Product tab of admin.atlassian.com, that the org-admin group is configured as having Agent access by default. You should be able to modify this, to make the org-admin group have only customer access. Can you try this and let me know if this resolves your issue?

I have checked our sites, but I don't see org-admins group there and that is correct from my point of view (and your too apparently).
Just for clarification, I haven't modified anything on this page, I only made changes via Directory/Groups.
The fact is I dont see any applications on my user now.
Maybe it just took some time to inherit none-access rights from group settings or Atlassian fixed it in meantime.
As per your suggestion, should the group org-admins still be there, changing the role to customer would surely solve my issue - in meaning of license.
