How to create a chat in teams through JIRA without errors

Some of my team members create a chat in JIRA, there is an issue called: failed to create chat. I looked through the community but did not find many solutions. I tried the bug-fixing from the error in creating chat:402 but that too to no avail. How to create a chat with teams integrated from JIRA without failed to create chat popping up?
