Our company have any projects like support, sys-admins and other. How can i grant permissions to an employee for editing issue type scheme so that parameters such as fields and screens can be quickly edited for a specific project?

I would recommend your team to create a Team managed Project in JSM.
Jira supports Team Managed Projects vs Company Managed Projects to make it easy for Teams to manage the project settings & configuration.

Schemes and fields should be edited only by administrator, so you would need to give them Administer Jira global permission:
Administer Jira
Create and administer projects, issue types, fields, workflows, and schemes for all projects. Users with this permission can perform most administration tasks, except: managing users, importing data, and editing system email settings.
