We are looking for a way to:
Essentially we want anyone to be able to submit an email ticket to their pertaining project, but only let them access their project's portal if they have been added to their ORG list.
Is this possible?

Short answer: Yes, it is possible.
For the email requests, you can define an email in the settings so anyone who can send an email to that address opens a ticket automatically (their email addresses will be in the request).
And for the other one, you can use request type restrictions.
If you want restrict them to create a ticket in any other org's portal, you can use restrictions in each request type depend on the org groups. So that, only you are in that group you can see the ticket creation.
