I have a situation with migration: We work in an old organisation with another company (but we pay the bill). We are planning to migrate to a new organisation, separating from the other company. How is the invoicing going? If I do a cloud to cloud migration, after the migration I will have the same users in both the new and the old organisation. What about the billing? Do billing migrate also? Because i want to avoid to have same billing duplicating in both instances.

Billing detail a per instance on migration from cloud to cloud only projects and users and/or groups will get migrated.
Billing info is stored in the Atlassian Admin (Guard) part, you will not migrate this as every instance has this uniquely.
You migrate Jira information, not admin information.

It does not matter when i do migration? Even if i do migration before invoices are issued?
I have created new organization, and there's a billing with standard plan for now (Only me as user), so if i add 50 more users during migration, billing will not change instantly?

In my opinion no.
But as mentioned create a case with Atlassian Support to be completely sure, as this is the community and not official Atlassian Support.
