Which hosting do you use? Jira Service Desk on the screenshot is available only for Cloud. If you use Server, our team is working on new app which will change the layout of Customer Portal. One of our proposal looks like this! Ok, so in case of Cloud version, every "card" is a customer portal. You can't customize them and put there anything else, for example link to the documentation. If you have only one service desk project, you don't have this view. If you have two or more, you should have this view on the Help Center page.
