JSM Cloud - can I not make it so people can add comments upon approving or rejecting approvals? I think it's possible in data center?? Why wouldn't cloud have this same functional parity?

Unfortunately, this is not possible.

There is a feature request to make this possible : JSDCLOUD-6989

Do you know why they'd add the feature on data center but not cloud?
