Can I give regular Jira users access to Jira service desk tickets without giving them agent roles? I don't want them to be agents. I just want them to see the project and be able to see the issues. If so how do I do it?
Yes, normal Jira Software/Core users can be given 'Browse Issues' access through project permissions. They cannot be assigned the issues, or make any transitions but can view, add comments .etc.
They won't be getting access to project queues as well. Just add them to the project browse permission scheme through group or roles.
