I have a Custom field with a user picker type. I'm able to select Users from this field, but other members of my team are not. They are getting an empty list instead of a user list. But when I select a person, they can see this field populated with that value.
Is this any permission issue?

Can you check if your users have the Browse users and groups global permission? As an administrator, check Jira Settings > System > Global Permissions.

Welcome to the community. I agreed with @Walter Buggenhout stated. Can you check to see if your custom field as a filter setup against a specific user group in your system and your other users are not a member of the group?
