I have a project workflow that has a required approver field listed for service desk agents of the project. We are wondering if it is also possible to add a transition or status that will ask the requestor (customer) to approve the deliverable (in this case a report) prior to resolving the ticket / issue
Yes, it‘s possible. Please consider, that this functionality is available in your workflow scheme, when it‘s active (assigned at least to one project). After activation, jump into your workflow > edit > Click on your status. Then this option is visible

So in this example, the person who made the request will have to approve at status QA Needed. Does it matter if that person only has customer permissions in the project?

It doesn't matter. An approver need at least portal user permissions. I assume, that he can make requests, so he is also able to make approvals.
