The hint John provided is really helpful. In our company, we are monitoring the user count and activity of our jira and confluence users with the help of a script. The script generates a monthly report (Mail, including a CSV-export) of the current used number of license as well as an overview of the inactive users. It also generates a warning if the licenses exceed a defined threshold. This is how we make sure, we don't exceed our license.
It is also advisable to carry out regular app evaluations. License costs can be saved by terminating unused apps.

Hey @Chris K - I'd be interested in your script. Last I checked there still was not an official way to get a full listing of all organization users. Are you using the workarounds in the still unresolved JRACLOUD-72942 - REST API endpoint to export all users to CSV?

We use a SIL script via the add-on "Power Scripts" (see Atlassian Marketplace) and get the information directly from the database in Jira Software (Data Center). Unfortunately, I don't know if this also works for Jira Cloud, but if I remember correctly SIL scripts should also work in Cloud... Maybe somebody from @Appfire Support can confirm?

Hi! Yes, you can run SIL scripts in frames of Power Scripts for Cloud app! However, right now the number of user routines is less than in Server/DC. But for example, you can use such one as usersInGroups, which will output the list of account ids that belong to this group. Can you provide some more details? Basically you will need a license for each person using the tool. Check the list of users periodically to see if there are users that have not had any activity for a couple of months or more. Then you can disable or suspend the user license for those people.
