How to: Users can Review/Approve but Not Submit Request

I'm looking for the proper settings for the following scenario. 

• We would like to have HR employee lifecycle requests such as onboarding and offboarding that only HR can submit. 
• We would like to have an approval for some of these requests that involve the manager to verify information is correct.
• We do not want other employees (including managers) to see the HR portal group or be able to make submissions.

I have the project created and permissions limited to just HR. However, the perople picker is limited to those with project access. How can we allow reviewers but limit the ability to submit?

Hi @Kurtis ,

You can make use of approval step in a workflow. 
For example: If the ticket is having a transition "Get Manager Approval", you need to add approval step to this status. You can make use of "Approver" or any other user picker fields. 

When the transition is done, the managers will get email with the particular requests and its link and they can approve/deny from the portal 

Follow below steps to add approval.

1. From your HR project, select Project settings > Workflows.

2. Select Edit next to the workflow you want to add an approval to.

3. Select Diagram mode (if you are in text view)

4. Select the status you want to add an approval step to.

5. Check the box next to Include approval step.

6. Select Number of approvers,  Approver source (field)

7. In next screen, Select transition if approved, Select transition if declined and other details
8. Publish the workflow

Thank you for those instructions. 

I'm currently having issues getting all users to appear in the user picker for the request. Only people with access to the project currently show up. I'm looking to also select people who don't have access to the project. We would liek them to be able to review the request but not submit one via the portal.
