I believe so, but need confirmation. Appears migration is not applicable if using the "IT service management" project template.
I've found these 3 links (all have minor instruction differences) but they are relegated to JIRA Software (not applicable to JSM?).

It’s possible to migrate issues between team-managed and company-managed Service Management projects.
The instructions and the details you need to check is from the first link you added:
According to your question, you want to migrate from a company-managed to a team-managed, please, correct me if I’m wrong.
Note that, migration means just moving the tickets from the current project to a new one, it’s not possible just to change the type of the project.
Before following the steps below, please, read the “Things to keep in mind if you migrate from company-managed to team-managed projects” on the documentation.
With this said, in case you didn’t, you need to create a brand new team-managed project with the desired template and after that, go to Issues > Advanced search and filter all the tickets from the company-managed project.
Then, on the top right, select … > Bulk change all X issues. On the next page, select all the issues (if there are more than 1000 issues, it will be necessary to move 1000 at a time) > Next > Move > Select the new project and the issue types > Next > Confirm.
