JSM license needed to create sub-tasks?

What type of licenses is needed to create a sub-task on an issue in JSM?

A user will create a CHANGE and need to create subtasks as part of the overall change.  I know in theory the ones creating the change should have a license, however, depending on the business case a user from HR, or another business unit outside of IT, may need to create a change and then add additional work items, etc.

Can they do that in the portal or will they have to consume a license?  Could they use a developer license?

In order to create sub tasks the user would need at least a Jira license and be added as a collaborator in the JSM project. Sub tasks cannot be created from the portal, it can only be done from within JSM/Jira.

Developer is a role in Jira, not in JSM. Anyone that has a Jira license and are added to the Service Desk Team role will be a collaborator and they will have access to view and add internal comments to tickets.
