Hi Guys,
Among products Jira Service Management, Jira Software and Jira Core(this might be even called as a product but a component I guess?), could I share the license?
I bet not but I would like to double confirm here.

In the Server/Data Center env, Jira Core/Jira Software licenses are required for all of your active users within your organization. License is by user-seat assignment cannot be shared among users.
On the other hand, JSM licenses are required for all agents (it is also by individual user-seat) and cannot be shared among multiple users. However your customers of your JSM are free/unlimited.
Jira Software/Jira Core licenses are licensed separately from JSM licenses.
I would recommend you to contact Atlassian Support if you have further questions in regards to your licenses.

One minor addition to this. People who have JSM licences (Agents) or JS licences (Developer), have access to Jira Core by virtue of those licences.
This means you can allow access like:
Your licence costs for these three are 1 Core, 1 Software and 1 JSM Agent. You don't need to give Alice or Bob a Core licence as well as Charlie.
But the three people have access to:
TLDR: A JSM Agent licence, and a Jira Software licence include a Core licence.

@dujas For products like Jira Service Management, Jira Software and Jira Core, you need to buy different licenses. All instances comes with different SEN numbers.
Example: You cannot use license from Jira software to Jira core/ JSM etc.

No. It is one production licence for each cluster.

For DC/Server only - If your definition of instances is (Dev, Test, and Prod), then you can use the same licenses. However if not, then you will need to have different licenses

Thanks for your reply. Yes, I did mean for both instances to be Prod instances. The majority of our users would be using our primary Prod instance (1 to 1990 users). The second Prod instance would only be for a few users, approx 10.

For PROD env - from Atlassian's page - https://www.atlassian.com/licensing/data-center, the min tier is 1-500 users. I don't believe there is anything for 1-10 users.
Just a question - you can restrict project access for individual projects. Have you thought of creating an unique project just for those 10 users? It means that you can host everything in your existing DC Prod env. Essentially a complete lock-down of the project for those 10 users.

You will need two separate licences, one for each instance. As Joseph points out, this is going to be expensive for you as you'll need a 500 user licence and a 2000 licence.
Have you considered firing up your 10 users with a Cloud instance instead? What is the reason you need two different installations?

Both instances are deployed inside of a closed environment, which does not have access to Jira Cloud. Furthermore, the two environment themselves do not have visibility to each other.

Ok, there's no explanation of why you're doing it this way, or what you're trying to achieve, so I assume you don't want to tell us. (Which is absolutely fine, I generalise when talking about my clients on the assumption they don't want me to share, and they mostly have very good reasons for not wanting to share)
