How does JSM choose the hierarchy or who gets tickets according to components?

Could you elaborate a bit on what exactly you are with? Especially the question about hierarchy is a bit vague to give you a good answer.
As for components: They can have a component lead and a default assignee. The component lead is always a person, the default assignee is always one of these:
If you create an issue with a component set and you have set the default assignee for that component, that's to whom the issue will be assigned.

This answers my question to a degree. What if there's a ticket with multiple components for 1 issue? who gets it then? The component lead or the default assignee?

For issues with more than one component, Jira goes looks at the components in alphabetical order.
For example, if A is set to default assignee, and B is set to component lead, Jira will look at the settings for A, and then B.
