Portal settings option is not available in JSM

Hi guys, 

I am setting JSM for the 1st time and looking for an option to customise my Help Portal. I followed the guides but I don't see the option Portal Settings among Project settings. Please advise what the issue could be.

Portal settings is found if you go to the portal and then click on you avatar
