×We want some users to have access to create reports. Will this require administrator permission? We don't really want them to have administrator permissions. There are 2 administrator groups: Jira administrator and administrator. Which on of these shall we assign. I think assigning this gives them access to project settings. Let us know which ones to assign or to limit them from seeing project settings. There's also one more option to add the user as people with administrator permission. How different is this particular approach?

On Jira Service Desk, in order to view reports, it's necessary to add the user to jira-servicedesk-users and add them as agents (role Service Desk Team) in the project.
Now, in order to allow users to create/edit reports, they must be added to the role Administrators.
It's not necessary to make them administrators of the site, but they must be a project administrator.
To summarize:
View reports: Add users to group jira-servicedesk-users and to the role Service Desk Team.
Create/Edit reports: Add users to group jira-servicedesk-users and to the role Administrators.

Currently, there is no information if it will be added to Jira soon.
There is a feature request suggesting the implementation of this ability:
