Welcome to the community. Please advise and clarify on what you meant by "users" - Are you referring to customers for your portal site? Or, you are asking for Agents?
In regards on how many requests can be submitted by a customer, there is no limitation as far as I am aware of. May I also ask why you are asking for number of requests per minutes?

As per me, it is 60 requests for user per minute.
you can have 1 request per second or 60 requests per minute.
It depends on few factors like
Infra capacity you have for the application.
User base you have for application.
