Sprint cannot control permissions

I filtered two projects in the board filter and assigned the permission to manage sprints for these two projects to only one person.

However, members with ordinary permissions can still create sprints in this board. Why is that? What other permissions do I need to modify?

Would recommend checking the Permission Helper with all the associated Projects.

It could relate to the permission set on the board filter.

I tried to view the issues of these two projects in Permission Helper. It shows that this person does not have the permission to manage sprints, but this person can still operate sprints.

What rights cdoes the person have on the filter used on the board?

I set this filter can be only edited by me. Therefore, this person only has the permission to view this board.

What kind of roles do these people have, are they also Jira admins or even product, site or org admins?

These people just have basic, ordinary permissions. They aren't Jira admins, nor product, site, or org admins.
