For tagging people to the project you need to make sure that you have Browse Users global permission - for this you need to be a Jira admin in order to change this setting.
This permission can be set based on your project role that your user is in (for an example Administrator).

Hey @Oluwaseun Adedeji glad to hear! Is it only one user that is affected? Within your project settings you have the option of Customer notifications.
If everything is checked and they are still not receiving the notifications, then it could be that their email address is on the supression list from Atlassian side. In that case, you should raise a ticket on Atlassian support site:

This is due to the global permission which is browse users and groups. You need to check the global setting for this:
In here you need to check the project roles that are having this permission. Administrator is one of them by default and this is why you were not able to tag people.
