You can create a new JWM project yes, but what do you mean by "aligned with the issues in the software project"?
Do you mean you want to clone all the issues from the software project, or do you want some form of synchronisation between the projects? (or both)

Ok, you'll need to write stuff that can sync what you need. You could try this in automation, but it could get very complicated very quickly.
I would recommend using an app to do it instead - people have already done all the code for you and it won't be months before you can start using it. I've worked with the first three on https://marketplace.atlassian.com/search?hosting=cloud&query=sync but you should look for yourself!

As Nic pointed out earlier, the go to approach here would be to use an app to sync the issues between the two projects. I work for Exalate and have set up plenty of these integrations. Please let me know if you need a hand here.

Issue Sync Pro is the latest solution among synchronization apps, which also might serve the use case you have described and connect two separate projects (even on separate Jira instances). The app is free, quick to set up, and easy to maintain.
My team (I work for the app vendor), is currently coding the feature allowing admins to synchronize issues that already exist in given projects.
