Is it possible to have a transition between two statuses to require a form to be filled in?
We have an internal RMA form that i want to require is filled in before a ticket can move on to the next step in the workflow. So far I've only been able to find field validations and similar things, but none of the fields in the form seem to be an option I can pick.

Yes it is possible. There is a validator which prevents users to not transition the issue without submitting the attached form.
It throws the following error.

We use DC in our organisation, I just used cloud free trial to demonstrate the solution for you.
If you have the Proforma forms then you must get this option under validator.

First I create a transition between 2 statuses, and then I add a rule.
Inside here I can find the validation field, but forms are not an option.

Create a form, add to the respective request type, then go to the transition in which you want to make the forms mandatory and add tha validator.
