Restrict JIRA users Service Desk tickets

Hi,.  I am setting up service desk,  and I'm completely new to it.  We have JIRA and Service desk.  The issue I have is that a user can see all tickets in service desk.   I want to restrict viewing to only issues they created or are cc'd on.  How can I achieve this?

You must ensure those who should not see the project are only in the project as 'Customers' (portal users) only.

Sounds like you added your entire organization as users or some other role that based on permissions has the ability to 'browse project'.
