that might not be work on my use case. As when HR fill out the onboarding ticket, we need to make sure user's firstname + lastname is less then 20 charactor.
I found a way to implement length check via regular expression validator but not sure how to implement a calculated field for concatenate.
For example: we have three field
firstname
lastname
username [calculated field] = firstname + lastname
when username field are longer then 20 character, HR will not able to submit the ticket.

Yeah you're correct there, Jira Service Management forms are static and not dynamic. They don't react to inputs.
To accomplish your goals you'd need to procure an add on such as the one below.
