If I have only phone haven't any other tools,can I continue and administrator the company?

Hi @Qasem O , thanks for your question. 

You can work on admin.atlassian.com on your phone and on the desktop version of the Jira product on your phone's browser.

It depends a bit what kind of work you have to do. If it's just adding people and doing simple configurations, you should be ok but I think it would be complicated to do things like create customised workflows.
