I was wondering is there any way to make people view the queues coming on jira service project except administrator. So they can view the queues, add comment and votes but not able to delete the request. As with admin they would be able to delete aswell
You can create a custom role with all the required permissions and which doesn't have the "Delete Issues" permission.
You can then assign this role to the users as per your need.
