Hello @Ajay Goud Gaddam,
In order to import user attributes via CSV, it’s necessary to add their account IDs. This is for customers or internal users (Atlassian account).
If you are importing Jira users or groups into Insight, you must identify the users or groups by their IDs, not their Name(s).
And to import multiple values in the same attributes, your CSV values must be separated with a double pipe and the attribute cardinality must be updated to allow multiple values.

If it still doesn’t work, would you mind sharing with us a screenshot of the CSV file? Just make sure to hide private information.
Kind regards,
Angélica
