Our IT admins are trying to view who has 2FA enabled in Jira. Our organization is small so we don't need Access as of right now. We are trying to see which individuals have 2FA enabled if they don't we can contact them individually and have them enable it manually. Is there a way for us to view who has it enabled or not?

This is not possible. Think about it this way – for this people access via this account is to the whole Atlassian Cloud, not just your instance of Jira. They may be logging in into other instances, Trello, Atlassian University or this very Atlassian Community.
If (from Atlassian's point of view) you don't control the domain of an account – they are not "your organisation users". Leaking details of how their account is setup to an admin of an individual site in your organisation is strictly speaking a privacy violation.
Honestly, it doesn't matter how small your organisation is.
If these are truly your users – get Atlassian Access, claim your domain and then control these users properly. This and other security features that Access will bring are worth the measly $4/user/month.
