Who has not approved report

I have a change request that requires 2 or three people to approve it. We do several of these per week. I wanted to have a report that showed who has NOT approved. Essentially if I have a change order that requires Bill, Bob & Barb to all approve and Bill and Barb approve it I would like the report to display its still waiting on Bob. Its very annoying to open each change order to see who has not approved
