Why Jira doesn't allow pop-ups?

Let's say I'm developing a voice related add on, one that requires the user to record his voice, in order to do that he needs to give this site (Jira's cloud instance) access to his mic in order to start recording and use the addon.

In Jira, the permission popup doesn't even show up where on other websites and other tabs, permission to access the mic shows. 

Any idea how to show the permission popup in Jira's cloud instances like if there's a property to be added in order to show  this popup or directly give it access to the mic of the user to record?
