Why can't my group view a customer request?

From the documentation I've read regarding the utilization of "Groups" to share requests, users in the group should be able to view the request. However, I have added a group to my request and users in the group cannot view the request from the portal.

How can I make it so that the users in that group are able to view the request from the portal? They can view it from the back-end in Jira, but that is not the desired user experience.

I noticed even though from the portal side it shows the group under "Request Participants" in the backend the group isn't in that field and is instead in the "Group" field. Do they not function the same?
