default priority on the tickets are set as Medium P2 but it should not
Within the Priority Scheme for the project in question, there is an option to edit the default priority.
Go to Issues -> Priority Schemes. Find your scheme and click Edit. There will be the Default Priority field, where you can choose the default priority for the Priority Scheme.

@Jaime Laird unfortunately not - it's a required system field. As a workaround, you could create a new priority called something like 'None' and have this as the default.
