24 hour time format (projects) is not displayed correctly in file attachments in German time format

After Migration from Jira Server to Jira Cloud we have now noticed that the time information in the file attachments for projects in the German version (profile settings in German time format) is not displayed correctly.
On the one hand, it is displayed incorrectly in 12-hour format, and an additional "vorm./nachm." (morning/afternoon) is appended. In the German version, however, it should not read: "10:16vorm./4:08nachm.", but should read: "10:16/16:08".
We have tried to change the global settings of the date format. However, this had no effect on the time format in the file attachments.
What can we do to correct this.
