Accessing Administration Console

I was supposably given administrative permissions on Jira however, my Jira dashboard looks the same and there is no administration console icon visible anywhere.  Is there something obvious I am missing?

If you have admin permissions, you should see Gear Icon  on the top-right corner.

There is no native CLI on Jira, the admin panel can be accessed using the top-right gear icon + System:

or thru the URL <http://your.site.com/>secure/admin/ViewApplicationProperties.jspa

If you are using some features from 3rd apps vendors, please, let us know which one.
