Add people only to a subproject and not to all the boards in a program

I have a programm board and underlying a lot of projects. I will add teammembers to their project, but not to all the boards in the programm. I can i manage this?

In terms of your question, Yes you can manage this by navigating to the concerned board that you want to set someone's access.

Navigate to Project Settings >> People >> Add or remove people

Now Navigate to Permissions >> and edit the privileges pertinent to that particular board.
