I noticed in the last two weeks that Jira users are not able to transition tickets through the workflow due to 'transition rules.' I did not create these rules. I think this is part of the new workflow editor. I don't understand why we didn't receive a notification on this upcoming feature/change. Is anyone else experiencing the same thing?

In my experience Atlassian does not spontaneously change your workflows.
Are these workflows in a Team Managed project or a Company Managed project?
In a Team Managed project any user that has the project Administrator role could've changed the workflows.
In Company Managed projects any user with the Administer Jira global permission could've changed the workflows.
Have you checked the Audit Log under the System > Troubleshooting And Support options? I see that there is a Change Summary category for "Workflow rule updated".

It's a company-managed project. I checked the logs and they don't show any changes. I wonder if any of the workflow changes that are rolling out in June impacted global settings or rules. I have no idea how this happened.

What is the exact message that your users are seeing?
What are the exact Conditions or Validators that are preventing the users from executing the transitions?
Perhaps there have always been conditions or validators in place that limit who can execute transitions, and there has been some change with the users (being added to or removed from Roles or Groups).
