Adding additional "Groupings" in Issue Layout - Context Side

On the issue layout, there is a section called Context, which appears on the right side of the issue screen. You can select what fields you want to appear in that section.

Is there a way to add another section (to appear under Context section) where I could put fields I'd like to be grouped together?

No. There are essentially three groupings of fields on the righthand panel:

"Details", which are items that are shown regardless of whether they have a value in the field

"More Fields", which are fields that hidden unless you expand that section

The third are "pinned" fields, which are individual choices for pinning certain fields to the top of the panel.
