We have have a user that has been granted Administrators and Project Administrators, but is unable to access administrative functions such as screens and custom fields. The permissions match those of users who are able to access those areas.
Different browser, cleared cache, logout and login multiple times have yielded no results

Sounds like you already double and triple checked that the user has the correct permissions (that would be Administrator rights to the Jira Administration which is a different "product" than Jira when you look at it on admin.atlassian.net)
I see you are on a Paid Plan in Cloud - I'd recommend contacting the official Atlassian Support as they will be able to access your site and check what's wrong.
