Aggregator field on jira

Here is the requirement: We have an utility account creating, editing our issues using API calls. There is a team of 20 people using this utility account (they cannot individually access our JIRA instance for network security restrictions). Now this account can create an issue and Vote, but it cannot vote on behalf of users (multiple votes not allowed). We are thinking of creating an aggregator custom field which will be writable for the utility account. And for every +1 vote it will append the count.

Can someone please guide me on this. Any possible scripting solution I can check online. Or is there any other way to get multiple votes registered for a single user.

Sorry, I don't know how to help you, but I'm interested in how to create a similar utility that uses API calls. Could you guide me on how to build such an utility from scratch? Thanks.
