During my trial period I could see the "All Issues", "My Issues" and other options in the left panel. The trial expired, the options disappeared. We upgraded to the Standard version however the All Issues and other options are still not displayed. I've logged out and logged back in.
My Billing page shows Standard.
Project Settings/Features/Issues is enabled.
Does issue view require Professional Plan?

Can you tell us the Type of the project? That information can be found in the Type column on the View all projects page under the Projects menu.
