Allow engineers to set security level on issues and comments within a project

We have a couple of projects with external users who have mostly read-only access. Sometimes it's prudent to create issues that they can't see. Project manages are able to create these issues and set the security level appropriately, but often issues of this nature are noticed by the engineers who can't create issue with limited visibility.

Is it possible to set this up on a per-project basis? Or is this a setting that would have to be site wide? I've been looking around the project settings and haven't yet been able to locate the right setting.

Hello,

It is a per project permission. You can go to project -> project settings -> permissions. Then set the Set Issues Security permission for the required users.

Thanks! Now the only thing I have to figure out is how to change security using the new issue view.
