How to get Permalink in New Jira issue view?

Hover over the comment, click more (•••) > right-click Permalink then copy the link address.

Paste the copied permanent link wherever you like. Clicking the permanent link will take you to that particular comment in the issue. This is particularly useful if there are a lot of comments on an issue.
